Early Intervention & Early Childhood Special Education
Giving Central Oregon’s Children a Strong Start
The High Desert Education Service District provides early childhood developmental support for children birth to 5 years of age (prior to entering Kindergarten).
Services include:
- Screening
- Evaluation
- Specially designed instruction for young children with special needs in Crook, Deschutes, and Jefferson Counties.
About EI & ECSE
The Early Intervention /Early Childhood Special Education program offers special services and supports to families with children diagnosed with developmental disabilities or experiencing developmental delays.
Services are available to children from birth to kindergarten age that are demonstrating a significant developmental delay in one or more areas and/or meet disability eligibility criteria in one of the following categories:
- Speech and Language Impairment
- Autism Spectrum Disorder
- Deaf or Hard of Hearing Impairment
- Visual Impairment
- Orthopedic Impairment
- Other Health Impairments
- Emotional Behavior Disability
- Deafblindness
- Traumatic Brain Injury
- Developmental Delay
Our Programs
Referrals can come directly from the child’s family or from others involved with the child. There is no cost for EI/ECSE services to families.

Early Intervention (EI)
EI supports families in developing the skills to help their children learn and grow. Services are delivered through a parent coaching model in each family’s home or other care giving settings.
Early Childhood Special Education (ECSE)
ECSE offers special education services to eligible children starting at age 3 and continuing until they enter kindergarten. Services can include specially designed instruction and/or related services such as physical, occupational, or speech/language therapy
